The Ministry of the Interior delivers a wide range of security, regulatory and public-facing services through multiple systems and processes. The project seeks to integrate these services into a secure digital platform to improve service delivery, inter-agency information sharing, regulatory oversight and revenue collection.

The platform brings together multiple systems and processes into a single, interoperable digital ecosystem. Key components include: • A unified e-Services portal for permits, licences and other regulatory services. • The Ghana Police Information Network System (GPINS) for secure inter-agency communication and data exchange. • Digitised CID criminal records and investigative data. • A national Disclosure and Background Screening (DBS) system for vetting persons in trust-sensitive roles. • Secure payment and revenue-collection integration through Ghana.Gov.

• Online processing of permits, licences and related regulatory services. • Secure information exchange among relevant security and public institutions. • Digital management of CID criminal records and investigative information. • Background screening and vetting services. • Digital payment, revenue collection, system support, maintenance and upgrades.

• The project is proposed as a Design, Build, Finance, Manage, Maintain and Transfer (DBFMMT) PPP, with Consolidated Security Data Limited (CSDL) financing, deploying and operating the platform over the concession period. • The structure mobilises private financing and specialised technology and operational expertise, reducing the need for significant upfront Government capital expenditure. • Technology performance, system-upgrade and cost-overrun risks can be allocated to the private partner, subject to agreed performance standards. • The platform is to be transferred to Government at the end of the concession period.

Key stakeholders include the Ministry of the Interior, Ministry of Finance, local government authorities, businesses and property owners. The project concept has been discussed within relevant government institutions and the feasibility study has been reviewed by the relevant public investment and PPP bodies. Further consultations are expected before deployment to address stakeholder concerns and confirm user requirements.
