Cape Coast Teaching Hospital (CCTH) faces accommodation challenges for its staff and related personnel. There is limited on-site and nearby housing, which affects staff convenience, retention, and overall service delivery. The project seeks to provide adequate and well-planned residential housing and supporting commercial facilities to improve staff welfare and operational efficiency at the hospital.
Description of asset
The project involves the development of residential housing units and supporting infrastructure on land owned by Cape Coast Teaching Hospital. The proposed development includes:
224 one-bedroom apartments
96 two-bedroom apartments
32 three-bedroom apartments
Commercial spaces and retail outlets
Car parks and service areas
Playgrounds
Internal roads and drainage systems
The facilities will be developed under a Build-Operate-Transfer (BOT) arrangement and will revert to the hospital at the end of the concession period.
Description of services
The private partner will be responsible for:
Designing and constructing the housing units and commercial facilities
Financing the project
Operating and maintaining the residential and commercial areas during the concession period
Managing tenant occupancy and facility maintenance
At the end of the agreed concession period, the assets will be transferred to Cape Coast Teaching Hospital in good operating condition.
Rationale for selection of PPP mode
The PPP model was selected to:
Mobilize private sector financing, reducing immediate pressure on government resources
Leverage private sector expertise in design, construction, and property management
Transfer construction and operational risks to the private partner
Ensure efficient delivery and long-term maintenance of the facilities
This approach allows the hospital to address its accommodation needs without upfront public funding
