Basic project information

  • Project need

    Ghana faces a growing cancer burden while oncology treatment infrastructure remains inadequate and geographically concentrated. The resulting capacity gap contributes to unequal access, longer waiting periods and treatment outside the country. The proposed programme seeks to expand radiotherapy and chemotherapy capacity through seven oncology centres while mobilising private capital to reduce immediate fiscal pressure on Government.
  • Description of asset

    • Seven (7) comprehensive oncology centres to be integrated within existing public hospitals across selected regions. • Radiotherapy and associated oncology treatment equipment required to support the planned treatment capacity.
  • Description of services

    • Provision of expanded radiotherapy and chemotherapy treatment capacity through the seven centres. • Operation of radiotherapy equipment by the private partner. • Maintenance of the oncology facilities and equipment over the project period.
  • Rationale for selection of PPP mode

    • The project is proposed as a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) PPP, with Jaed Solution Ltd responsible for designing and constructing the facilities, financing the infrastructure and equipment, operating radiotherapy equipment, and maintaining the facilities and equipment. • The structure mobilises private capital for the significant upfront investment required for specialised oncology infrastructure and equipment. • Lifecycle maintenance responsibilities remain with the private partner, supporting long-term asset performance and planned upgrades. • Construction, equipment-performance and operational-efficiency risks can be allocated to the private partner, with the project assets transferred at the end of the project period.

  • Stakeholder consultations

    Key stakeholders include the Ministry of Health, NHIS/GMTF, the Attorney-General, Ghana Health Service, Teaching Hospitals, Ministry of Energy, Ghana Atomic Energy Commission, National Health Insurance Authority, Ministry of Finance, local government authorities and the general public. Further consultations are expected before implementation to address stakeholder concerns and confirm service requirements.

About Us

In 2010, the Ministry of Finance (MoF) established the Public Investment and Assets Division (PIAD) to ensure the efficient and effective management of public investments, state interests, and assets, and to promote sustainable economic growth and development in Ghana. The Division, headed by a Director, comprises four units: the Public Investment Unit, Public Asset Management Unit, Public Entities Unit, and the Public Private Partnership (PPP) Office. The PPP Office plays a lead role in implementing PPPs in Ghana by supporting various Contracting Authorities in the development and management of prospective PPP transactions
