Basic project information

  • Project need

    Ghana’s private security sector protects a significant share of the country’s critical economic and social infrastructure and is estimated at approximately 100,000 personnel. The scale and sensitivity of this workforce create a need for a consistent national system for registration, identity verification, criminal vetting, training certification and permitting, supported by reliable regulatory data and oversight.
  • Description of asset

    • A national digital platform and data infrastructure for the registration, vetting, certification and permitting of private security personnel and operators. • Integration points for Ghana Card verification through the National Identification Authority (NIA), criminal-record vetting through the CID and training certification through the Ghana Police Service (GPS). • Regulatory tools and records to support the Ministry of the Interior’s continuing oversight responsibilities.
  • Description of services

    • Registration of private security personnel and operators covered by the scheme. • Ghana Card identity verification through the NIA. • CID criminal-record vetting and GPS training certification. • Processing and issuance of permits under L.I. 1571. • Ongoing management of regulatory data required by the Ministry of the Interior.
  • Rationale for selection of PPP mode

    • The proposed PPP brings private capital and operational capacity to the development and operation of the regulatory platform. • The arrangement supports continuous system operation and maintenance while retaining statutory regulatory authority within the Ministry of the Interior. • The model is intended to strengthen regulatory delivery and support sustainable Internally Generated Funds for the Ministry as a consequence of effective service delivery.

  • Stakeholder consultations

    Key stakeholders include the Ministry of the Interior, APSOG, the GPS Training and Establishment Department, CID, NIA, Parliament, Data Protection Commission, PSGAG, Ministry of Finance, local government authorities and the general public. Further consultations are expected before implementation to address stakeholder concerns and confirm operational requirements.

About Us

In 2010, the Ministry of Finance (MoF) established the Public Investment and Assets Division (PIAD) to ensure the efficient and effective management of public investments, state interests, and assets, and to promote sustainable economic growth and development in Ghana. The Division, headed by a Director, comprises four units: the Public Investment Unit, Public Asset Management Unit, Public Entities Unit, and the Public Private Partnership (PPP) Office. The PPP Office plays a lead role in implementing PPPs in Ghana by supporting various Contracting Authorities in the development and management of prospective PPP transactions
