The existing mortuary at Korle Bu Teaching Hospital (KBTH) requires rehabilitation and upgrading due to its deteriorating condition and the limited public resources available for major capital investment. The project is intended to improve mortuary infrastructure, working conditions, waste-management practices and the quality of related funeral services through private financing and expertise.

• Rehabilitation and upgrading of the existing KBTH mortuary facility. • Development of a funeral home and training centre as part of the project facilities. • Associated facilities and equipment required to support mortuary and funeral-home operations.

• Embalming and restoration services. • Funeral arrangement and related support services. • Transportation of deceased persons. • Memorialisation and pre-planning services. • Operation and maintenance of the mortuary and funeral-home facilities.

• The project is proposed as a Build, Operate and Transfer (BOT) PPP, with Eternal Haven responsible for financing, designing, constructing, operating and maintaining the facilities for the agreed project period. • The structure mobilises private capital and expertise to address infrastructure needs that are difficult to fund entirely from current public resources. • Construction, operational and lifecycle-performance risks can be allocated to the private partner. • The project assets and operational responsibility will transfer to KBTH at the end of the agreed period.

Key stakeholders include the Ministry of Health, Ghana Health Service, KBTH management and staff, Ministry of Finance, the local community, patients and families, funeral homes and service providers, healthcare and allied professionals, professional associations and relevant regulatory bodies. Further engagement is expected before implementation to address stakeholder concerns and service requirements.
